In books the main causes of foxing appear to be iron in the cellulose or fungi acting on the celulose - both exacerbated by high humidity. If a liner has a rayon content then the same could be true...

My guess is 50's rather than 60's not that it makes much difference - I don't think the processes or quality changed much during that period. Nice hat either way :)
Thanks folks. The jacket is from CommonPeople (a smallish English company, that makes all their clothing in England) http://commonpeopleclothing.co.uk/shop/ although this is from last year. Nice quality although be warned the sizes come up small.
