I agree. It looks late 30's to me. It could have possibly been made over from an earlier dress- the hemline could have been shortened. The buckle looks earlier to me than the style of dress as it. It's really super cute! And I know what you mean about it being a good thing missing auctions...
I wish I had pictures! It was a fad from 1939-1940 to have things with hoods- evening gowns, day dresses, whatever. I think I might have a magazine with one and when I have more time I'll scan it in.

I guess you could, but the styles back then were just a little shorter waisted and the underbodice usually helped hold the blousey shape a little higher and poufier than if you just left it hanging. It probably wouldn't look period, but it would be cute!
