It looks like the zipper may have been pushed up for an extended time, and rubbed against the inside top part of the collar. I would also just wear a hoodie and not give it a second thought. I wear a similar leather all winter long with a hoodie. It's not exactly country club dress...
I've seen them on many jackets, and have always thought they look fragile. Especially where they are located. I wouldn't buy a jacket that had them. Looks like something for show. Sorry to hear of your predicament.

I've had several pairs over the years, and the buckles play no part. You slip them on and off like cowboy boots. I would think the more you buckle and unbuckle, the more you advance wearing the buckle out. I would definitely not buckle them tightly so they have rub on the boot. In other words...

I think the jacket fits you well. There are places that can clean, condition and fix some minor issues if needed. As far as condition, it's old. As you said, it was not taken care of too well. You could always get a new one, but you would be putting up more money and have to break it in.
