Japan had kind of both of those. The Emperor was a dictator and god like. Dictatorships are easy to take over as the people are used to acquiescing to force. Theocracies are harder as they have two layers of dictators in the sense that you have a dictator AND a religious heirarchy to take...
The difference being that none of them were Russian communist sympathizers being seditious to their government. They might have been fools but they were not useful idiots. :p
Realistically, a steam engine has no real top speed. It would just beat itself to death---or explode. :p
The guy did mention how it would shake like heck and rattle at high speed. The faster it went, the more it would shake until it couldn't hold together any more. :p
