What would you call this garment?

First of all apologies if this is in the wrong area, please move if so

I want to call this a cape but it has sleeves, I think it home-made in the 60's.

What would you call this so far I've landed at Tapestry Fabric Cape with Sleeves & Druid Style Hood.

Does anyone have any better ideas of what it might be called?

It looks kind of like a paisley monk's habit. Likely late '60s/early '70s era, when a lot of people went around looking like paisley monks.

I'm quite sure that my mother, back when she wore that sort of stuff (okay, she still sort of does, actually), would call that a coat. Then again, that's in Norway, but...
In my head a cape does not have sleeves, if it has sleeves it's either a jacket or a coat of sorts. This one is long, thus, I'd say coat.

It seems to fit wikipedias definition of coat, at least.
