The Strap and buttons under the collar are designed to make most use of the collar. It can be buttoned across between the lower ones to hold the collar closed, or, judging from the look of around the back across the top ones to hold it in place when flipped up
(similar to the elastic strap on the back of an Irvin collar) - at least that seems the most likely purpose for the higher buttons, though if it fits across the front on the higher bit could be used that way too.

I doubt that I will use the buttons anyway. Interesting though.
