What is this object?

A friend has turned this up and asked for help identifying it. I'm flummoxed. Anyone know what this is?

I think we need a couple of more photos of it, plus the dimensions. My rough guess is, a very ornate gavel, passably ceremonial more then functional.

Correct,I remember one at my grandparents,never mind how long ago that was .
