had this problem when it was 19 degrees in NYC, my fedora just wasn't cutting it, bought a pair of wrap around ear muffs off a street vendor, it's a simple little number, acrylic band that goes across the forehead, over the ears, and velcros in the back, made the hat a bit snug but helped keep it form blowing off.
downside: between the man's hat, earmuffs and a heavy coat, I feared I was mistaken at first for a guy. doubt you have to worry with that though lol
Ditto on the 180s. Even without a hat, I like the way they keep the base of your skull a little warmer. But they go great with a fedora. Barely noticeable, highly functional. Pictured below in black, in conjunction with a Como.
