Hi Doran,
Inside the trousers on the waist band you often see small strips of rubber, or in older trouser a type of velcro? material. This creates a resistance between the trouser and the shirt and prevents the shirt from riding up and out of the waist band of the trouser. I have seen it a lot on vintage sports clothing such as Flannels and golfing plus fours.
I suspect someone will have a photograph to illustrate this, as I do not have one to hand.
