Vintage Portfolio Folders

Can anyone provide more information on what kind of folders/portfolios are in the attached photos? I've tried to find modern counterparts and have no idea what they're called. They seem to be leather folders that come with leather strings or flaps of a sort. I am looking for a similar item to transport loose leaf papers.

This German one (20's-30's) has a lock and table of contents:

They're fairly common in India, both with ties and with zips that go around three sides. I picked up two of them with pebbled cowhide the last trip, and at very reasonable prices.

Someone else said they could be found in England, and you all are referencing Germany and India, which reminds me of how unconnected to our modern global economy I really am. I won't be near these countries. Do you know if they can be found in America somewhere? At the very least, could anyone provide more detailed, color photos of these portfolios?
