I had a 2021/2022 Vanson E Highwayman jacket in size 44. It basically has the same dimensions as the 2022 production model B jacket in size 42, Shoulder 19", P2P 23", hem is 22". The model E Highwayman has big back pleats about 1.75" extension on either side. And you can use the lacing to tighten things up at the bottom.
A lot of Vanson jackets from Japanese used market are smaller one to two sizes depends on how their original retailer ordered them. So for used jackets from Japan it will be a gamble, and prices has gone up quite a bit too.

Fits like a dream. Perfect for my body.
Nice and roomy in the top block, slim in the bottom block. Roomy upper arms with a very nice taper to the cuff.
Zips seal the cuff completely.
Absolutely fantastic for folks like me with a very slim waist due to the laces.
Mine's a 36, tell me if you want the measurements.

I take it that the back pleats increase the effective chest size at the top?

To a certain point yes. Brand new, the elastic is still very tight, so 23” P2P, but as it lose elasticity, it opens up a bit, maybe 1/2” each side, so you could be looking at 24” P2P once it opens up. The thing with the full action backs is that they’re for forward motion right, so when you reach forward you don’t get that restrictive pull back. The deep 1.75” pleats technically gives you 3.5” more forward reach of ease than the same jacket without them.
I think the two biggest differences with the model E highwayman is the half visible corset lacing and the length, it is almost an inch longer both in the front and the back than the 25” 613/618 in the same tag size.
