That's a wonderful find. I think personalized as an honor at the beginning of his term of office - I wouldn't be surprised if the that was made a little prior.
Thanks Alan. I was second guessing my dating estimate after seeing a few of your posts, so it does make sense this could be a late 30s hat due to the owner having taken office in 1939.

The wide three panel manufacturing tag and the gold ink size tag both transitioned to new versions sometime around 1940. If the sweatband is not too fragile to check, it would be great to know the LOTXXXX number behind the front of the sweat.

Great! You might have seen the thread I started for these numbers, which I believe were generated chronologically and can in turn give us a rough timeline for hats that display a LOTXXXX number. The Imperial Stetson that I posted to the first page of the thread shows a 74XX number and also the perforated ribbon at the back of the sweat, which seemed a vogue feature that had a short run in the second half of the 1930s. It did return in the Stetson 100 during the 1960s. Very cool hat with great provenance.

At the risk of sounding blasphemous, you could replace the ribbon with a wider one...

Yeah, good idea. I've thought about it. I've done that with a couple 7xCBs, but haven't quite committed to it on this one yet. Although it did start out life as a rancher style. That was WAY too western for me, so I changed it right away!

At the risk of a lightning bolt coming my way from the Hat Gods, you could also trim a wee bit off the brim and turn it into a fedora style - reblocking it like a Strat. Ducking under a table now...
