...Looks late 20's early 30's(?) in Paris. Whole brim seems turned down. Was this common for fedoras in that time? Most modern hats seem to be flanged down which I thought was a recent thing.

After looking at other photos taken in Paris in 1935, it doesn't appear to be common; possibly a personal choice? That's Walt Disney, by the way.
