Not quite....that's the infamous "Kissing Bandit".
This is a rare photo of him in action as he attempts to
steal her wallet.

Although quite adapt at being undetected,
he was not too keen in realizing that women mostly
carried a purse and not a wallet on the rear back-pocket!
