Well, I'm not American and don't have a military background - that style instantly reminds me of schooldays. Most boys at our school wore their tie like that, and not just in the playground. Another popular tie style was to make the tie as short a possible by making the thin end longer and tucking that into the short but leaving the short wide end outside. I suppose it just reduced grubbiness from science experiments, art lessons, tree climbing etc.
