The logic of it is just silly. Just say excuse me and then ask the question. I prefer the excuse me first as it is more polite for a person whom you have never seen before.
Oh and get it right. I am a curmudgeon not a grumpy old man.

Ah so many annoying phrases in such a short space:
Bogart
mellow for anything beside Whisky
Melon for anything beside the ones that grow from a vine
rattling one's dags unless you are in a kennel.
