San Francisco still "hatty" in the 1960s-70s?

I read some comments on the railroad-oriented site "Trainorders" that in San Francisco, R.R. officials and businessmen in general were more likely to still wear hats in the 1960s and 1970s, compared to other U.S. cities.
Anyone have an opinion on this?
Southern Pacific, headquartered there, was a particular hat-bastion while D.J. Russell was in charge (until 1972.)

I was stationed at Presidio San Francisco in '70-'71 and I don't remember seeing hat one, except for us in uniform. I could be mistaken because at the time I was more interested in the fashion for girls going bra-less under sweaters in the winter . . .
