Resizing wool flat cap - is it possible?

Let's say that I have a '50s vintage buckle-back ivy cap in wool/tweed fabric but it's a couple of sizes too large (I'm 7-1/8 and the hat in question has a 23" circumference) -- is there any way to have it adjusted 0.25" by a tailor and resized for my head, or would it not turn out right? The cinch back is also wool btw; not leather. Although there's a leather headband on the interior, of course. I'm just curious if this has been done before. I would assume that if the cap is too large, it would be too large everywhere, but I wonder if the cloth could be re-cut to size rather than just sticking a cotton hat sizer strip inside the band?

Sounds more like a 1/2 - 5/8" downsizing to me. Anyway, I would ask one of the cap-makers on TFL. Try to look in the Merchants area: http://thefedoralounge.com/forums/merchants.21/

It's tagged as a 7 5/8 but that seems to be a mistake as the seller has confirmed that it has a circumference of 23" and it appears to be in deadstock condition. I would guess it's simply mislabeled. I'm going to wait until it's received and then determine what kind of leeway I have with the buckle back. It appears to be functional (many were just ornamental for aesthetic reasons) so I'm guessing that should give me approx. 1/2 inch when tightened. Hopefully that will be enough. I may try some adhesive strips under the band too. If it still feels loose or doesn't fit as intended, I'll follow the merchants forum for downsizing. Thanks for the links.
