I suppose it serves the purpose of holding the belt end together with the rest and now that you mention it I just noticed that my vintage CC41 raincoat has one too and I was going crazy finding from where it went loose, it might have been just that! A loose belt loop to hold the end of the belt instead of having to wear it like this:

My guess is that most people ended up losing that extra belt loop so they just tighten the belt that way as we are used to see it that way.

seems higher than the waistline and shouldn't it be more to the side if used for securing the loose end of the belt.
or is it for seatbelt strap?

come on it can't be too paranoid to actually hook yourself in a flying canoe :p,
seems like only present on a aviation coat not on a navy or army, if only for belt ends then the loop better stay with the belt not on the coat, or there would be multiple loops around the waistline to carry the belt, just one like that near the solar plexus, must be for something more meaningful, at least what I imagine
