Only two or three realistic choices.
If you want to move to California to act you need to be in Hollywood or Venice/Santa Monica. You need to be where the commercial agents and auditions are. You need to be able to get there at a moment's notice, able to drop everything. Pasadena, Long Beach, etc - nice enough but way to far, you'll starve before you act.
Hollywood itself is where a lot of young actors, writers, etc live and hang out. You need to "live" acting if you're serious. There is no shortage in LA, it doesn't need you - you need to do whatever it takes. You won't be discovered sitting in the corner drugstore I assure you.
Acting is a very, very tough life. Neccesity dictates you will be a waiter or fast food worker while you try to carve out a career. Actors by nature aren't generous in helping you out (they can't be, it's too competitive.) Do yourself a favor - take a shot term lease in Hollywood or the west side (Santa Monica/Venice), 4 months tops. By the end of that time you'll love it or hate it in LA. If you choose to move home or take up another profession and stay there will be no harm done.
That said, no dream has ever been fulfilled by not taking a risk. Go for it, but be smart and protect yourself. And if you're going to do it do it 100% - live and work where the jobs are not the thrift stores.
Have you acted before at all or looked into getting an agent? Head shots, etc cost money as well.
