"Papier" how is it been used to make hats?

Hi, Bobhat. I think historically, paper has been used to make inexpensive summer hats. In the past these were called "toyo" hats and were very popular in the 1930s.
I've never had one, but I would think the paper is first woven into a hat body, then blocked into shape and after laquered to give it stiffness.

Whilst the hats are made of `paper` it is really made more specifically of the fibers of the pulp which would go into making old fashioned paper. Here are some photos of mine...

It`s as strong or even stronger than any fiber in a Panama in my opinion

No, like any fiber it will absorb water, but it will dry quite easily if drenched in a shower by accident. Would not recommend that often though, or it will lose its shape...
