The paper label is an important clue to the puzzle. Quite a few of these show up though the bound brim is more unusual. Later 1950s would be my guess.

Rick the price was too tempting and I could not read the liner. So at least it is foreign if it isnt a borso..... and a 23 would be 7 3/8 correct??He labeled it small/medium but I wear a 23 and am a 7 3/8
