Curious hat, here. I'm wondering whether it's a custom, or ...? Too tall for a homburg, it seems, and too short for a tophat.

I believe it is a top hat but not one with an extral tall crown. The size of his head would make even a tall top hat not look tall.

Of course the semi-stingy hardened metal cutting edge brim aids in making it look short.

From the photo, I would have said top hat.
According to the folks at 007 Magazine, it's a bowler. See the November, 1998 cover.

I believe it is a bowler. I do remember seeing a TV programme on the BBC a few years ago where there was a gentleman having one fitted at Lock & Co who was fighting to have it registered as a bicycle helmet (due to it being so durable to impact and that he'd been riding a bike with it for years). I remember them saying in the programme that it was an early form of the "modern" bowler.
