Here in California you are not required by law to retrofit a vehicle with seat belts or any other safety devices if the vehicle was not equipped with them when it was brand new. I don't think that '31 ever came equipped with seat belts, so as long as passengers are sitting in the rumble seat properly (i.e., not standing up or engaging in any other form of foolish behavior while the vehicle is in motion) it is legal here.
