I'm looking for a Thinsulate® jacket and vest that are not covered with hard, noisy outer layer, such as Cordura® or ripstop nylon. Can anyone point me in the right direction?

Most of Cabela's 'silent' gear tends to be camo - so unless you're looking to stalk some prey, you might want to look at a store that specializes in running/cross country supplies like Running Unlimited.

Ventile option

Naph,
If you want low noise and waterproof, check out the Ventile cotton options out there. On the web, search on Country Innovation's Rover Jacket. Made in either Scotland or Sri Lanka. It's used for hillwalking/birding. I almost pulled the trigger on that one before deciding on Hackett's MacGregor jacket. Good luck to you in your search.

L.L. Bean carries a "Warm Up" jacket that is waterproof, warm and quiet. The shell is a soft nylon type material, and the lining is a soft Thinsulate type of lining. I am comfortable in mine down to the 20's. Below that a sweater or vest is needed for me as I am cold blooded. They are sized large. I normally wear a 42, and the Large is a little big on me. I have had mine for four or five years and have never gotten cold or wet while wearing it.
