Jacket size vs Vest size Vs what I measured?

So I'm looking at suits like this one on ebay.

My question is, how should the jacket and vest measurements be compared to what I measured myself to be?

Example being, the pants say Waist 32, which I am, 31/32.
But for the coat it says 38, is that like how big it is non buttoned or does the jacket add that much if I were to put the tape back around my waist with the coat on?

Size 38 in coat means it fits for a man with a 38 inch chest.

Ah ok, they had it marked as the Waist size, wasn't really sure what that meant, thanks.

Look at (or ask for) the chest measurement. It should be 2-4" larger than your actual chest measurement. The tagged size, however, should be the same as your chest.
