Is this a cycling jacket? Police jacket?

This is one of my favorite pieces, I know it seems kind of neither fish nor flesh.
I am new here, at least I haven't posted much , so please let me know if this is the wrong place for asking such questions

I don't think it's a police jacket as they are usually dark in colour - dark blue grey or black. Also they usually have a place on the breast where a badge can be placed - a flap or patch with two holes one above the other for the pin to go through. Sometimes they have holes in the tips of the collar points for other badges and sometimes epaulettes.
