Aureliano, as far as I know, the stitches around the outside the ribbon were 'basting' stitches to hold the band in place during shipment. That way, when the cardboard rings were placed around the crown to separate and stack the hats in transit, the ribbon or bow wouldn't become wrinkled or folded. I've seen this on another (old!) Borsalino of mine. This indicates to me that the hat was likely never worn, or if it was, the original owner didn't get the memo about this.
