I would not say within Europe but within Czechoslovakia (or Czech part of Austro-Hungarian monarchy before 1918) probably yes. Founded 1889 in Reichenberg (Liberec in Czech). Sons of Konrad Gärtner Konrad and Joseph took over management of the company in 1918. I guess this coat was made during the war years because of German name of the town. Here's a photo from today. I would say it fits perfectly.
