There are a lot of things that used to be proper that aren't today. Many I wish would return. Many I hope stay in the past.
Hat etiquette came from somewhere in the past. I have read that removing a hat indoors was done because a hat was considered protective gear and wearing it indicated you were not staying long which is rude to your host.

But, the majority of people that know me will ask, "where's your hat?" when they see me without a western hat. This true when I enter their home.
It would seem that whatever was deemed offensive in the past has been forgotten and most today are not offended.

I remove my hat in church unless it is Cowboy Church where one's hat is worn except duiring prayer. These churches meet in barns and arenas in a lot of cases.
The rule for me is there is no set rule.
