I'd say depending on the manufacturer and if it's vintage or not......you would get by with a 6 7/8 or a 7.

In any case, of course, for American sizes divide circumference by pi (3.14). Sort of what the "mean diameter" would be if the hat were perfectly round. For European, convert circumference in inches to centimeters (2.54 cm/in).

You're in a town with hat shops. Unless you had a hatter measure your head, the measurement might not get you the most comfortable hat. Go to a hat shop, have a hatter measure your head, and then try on some hats in that size, one above, and one below. See what feels good and how high or low you like to wear your hat.
