Hat glue

Okay, don't worry- I'm not glueing in liners or otherwise
permanently endangering fine felt.

I just want to know which glue product people would
recommend for adhering old size tags when they come
loose from the sweatband of a hat?

Looks like the original was a paste like that used in envelopes.
Since it needs to be moisture resistant and flexible, I was
considering rubber cement. Other ideas?

I would think that wheatpaste would do the trick-simply flour&water brought to the boil, stirred, and let to cool enough to handle-used it for dozens of tricky projects; recipes available readily online-good luck M
