Wind Trolley

The wind trolley or wind cord was used to keep the hat near the wearer in windy weather. One end of the cord was sewn to the hat under the grosgrain ribbon, with the botton end being loosened and being placed into the buttonhole on the lapel of the wearer's topcoat. On the vintage hats the cord was actually useful, now most are elastic and just for show.

And most overcoats have button holes that are sewn shut
