Ok I know NOTHING about wartime medals... but it would be my guess that the winged figure on the one is of Nike, the Greek Goddess of Victory (Victoria in Roman). She would blow the trumpet to home coming fleets I believe... and the laural wreath was to be granted to the naval captain... I assume... Was your Grandpops in the navy?

Hm. Nike seems like a good guess, since the medal was
awarded after victory. I honestly don't know where he
served, though that uniform looks more infantry than seafaring.
I guess they all came home on ships in WWI.
