What is that small front pocket on the right side for? I find it on 40s trousers too.

Watch-pocket, I believe. You still find them on trousers today. Although today, most people use them for keys, coins, etc.

Could be anywhere from 30's to 50's, even 20's...

My guess could be 40's.

I have a nearly identical pair of slacks (style wise) from the '20s/'30s, I'd say say the same for yours.
