As far as cotton at a decent price, I like the Cabela's Aged Khakis.

They come in a variety of colors including my favorite brown, which can be hard to find. You can also get them without the elastic waist band. Something else unique is the watch pocket located on the front rather than the side but it's rather small. Do not attemp to insert an 18s pocket watch.
I've seen these as low a $11 during a sale last spring.

Hint: if shopping Cable's, search the Bargain Cave first. If you can't find your size or color, then do a normal search. Currently the Chestnut/Brown are on sale

No Suit Trousers

In this economy you will be able to chose from many men's retail outlets as they begin to reduce their prices to take advantage of the upcomming season & reduce inventories quickly. I would 1st recommend Jos. Banks. For the money they have a very well made trouser in several fabrics. Besides cotton I would recommend a worsted wool (mid grey or dark tan, olive)or gaberdine (dark tan or olive). Both wear very well & don't require a lot of upkeep. Also do not dry clean them unless they are soiled. Over cleaning shortens the life of a garmet. Next would be Brooks Brothers. As far as the model goes I wouold recommend either flat front with on sean pockets or forward pleats with on seam pockets. Both of these ate the most classic models & not necessarly what most men wear (just don't know better).

Good luck
