So for leaving me a negative, you get one in return. I was trying to do the right thing.

Here's what I put, thanks for the advice :)

Won 8/22 Pd 8/23, Seller offered refund 8/28, I waited 9/24-left neg-retaliation

Hmmmm...I'd copy his correspondence and add it to comments underneath his negative to let people know what he said. But others might have different opinions on this...[huh]

Unfortunately you're very limited to the amount you can leave - 55 characters or something.

I agree with you - if you have not received the item in a decent amount of time, open an Item Not Received (INR) dispute and let PayPal deal with it. That's why buyers should always pay with PayPal. If the seller cannot prove, with electronic tracking info, they they sent you the item you will always get your $$ back. But not your wasted time. :(
