I think it might have to do with ebay setting it's fees as category-specific. meaning it might be a different fee to sell a computer than it would be to sell a vintage hat.

Yes, how could they regulate prices on stuff they don't actually own? It's still a free market! "Here you, you have to list this slightly used man's hankey at a starting bid of $5 or we won't make back our cut!" lol
