Got a good hat brush? I always inspect, clean the sweatband, liner & brush the felt VERY well the used hats I get. This one does look like it could use a blocking but just may need some hand shaping. I wipe the sweatband & liner with an antibacterial wipe that you find in First Aid kits, then use a leather conditioner on the sweatband. If it has a funky odor, it goes in a large bag with crumpled newspaper for a few days. If I am worried about critters, it goes in the freezer for a few days too. I can't tell if it's silk or fur (would be worth a lot if it is silk given that it seems to have survived without much of it wearing off!)

What would you suggest for a leather conditioner? The only things I know of are Saddle Soap and Neatsfoot Oil (or Mars oil etc), neither of which appears suitable for a hat band.
