Double Breasted Vests

It seems though that the vest still is made to go to or just over the top of the pants and so as the high waisted look has slipped to lower waisted the vests followed the belt line.

Sort of. In the early 1900s, pants were worn high waisted, yet the DB vest's bottom could go 2 or more inches below the top of the pants' waistband.
