Does anyone know what this is? Help please!

I recently went to a flee market and bought this. The owner couldn't tell me what it was, so he gave me a good price on it.

On the box says it's a "SHOCK-PROOF CONTROLLER" made in the U.S.A. by the National Electric Instrument Co. Inc. in Elmhurst, Long Island, New York.
I surfed the web but found nothing on it, nor the company. I did find some brochures from the mid 50's that say the Company used to build electrical medical equipment.

Does anyone have any idea about what the item itself is or does? Information about the company?
Do you think it could be worth something?
