$799, (less than the De Minimis for Canada’s country-specific tariff threshold) you would have still paid a tax, but tariff would have been zero?
Yes, and it’s important to keep track of the De Minimis (minimum tariff threshold) for each country.

The jacket was $1,026 with taxes and shipping. Then I got charged an additional $376.05 in tariffs and fees.
850 jacket cost me just over 1400 in my hand.

How awful, I am sorry that you have experienced this! Now I’m wondering what happens with Ebay auctions where the seller is shipping from China. If buyer is shown the real cost including the 57% tariffs specific to China plus the 10% tax plus shipping when making the purchase? … or if the buyer has an option to rescind the deal before it is shipped?

In all fairness, nothing about the system has changed. There’s always been (local, regional, state, federal) taxes and there’s always been tariffs and customs fees.
And they have always been added after the purchase has crossed the customs border.
The only thing that’s changed is the extent of the upcharge.
Very frustrating to have small businesses and even private purchases be affected by what is essentially a political extortion.

Regardless of whether something is bought on eBay or anywhere else it is always the responsibility of the buyer to be aware of any local taxes, duties or tariffs which may be applied to the purchases they make.
The seller or method of transaction (in this case eBay) cannot be expected to know of any extra payments which may become due and then bring this to the attention of a buyer as these will vary from state to state, province to province and country to country.
And in the case of tariffs in the US it seems that these are changing on an almost hourly basis. One minute they are being applied on an ad hoc basis only for them to then be rescinded or amended soon afterwards when their actual impact is realised.
