I agree that this dress is very lovely and definitely salvageable! Please let it go to a good home - I can't bear the thought of it being trashed!
My personal guess whould actually be early forties from the label and sleeve style. I also agree that it is likely a "Junior Miss" fashion for the young ladies market (late high scool tp early college).
I would highly recommed the new owner take it to a reputable cleaner (preferably one to deals wityh vintage clothing) and not risk the water. Even using something like Lux, the stain on the underskirt looks like a water or other moisture stain, and there is no prediciting how the different types and colors will react to a wash. You might end up with a black, ivory and off-black streaks dress.
In any case, I say give it or sell it cheap (since some work and expense will be required) and make someone very happy!
