CAN ANYONE DATE THIS OLD NAVY JACKET??

I think this is an early one can anyone help date it?? It has sewn on anchors on the collar. There is a sewn on star above the 2 stripes on each cuff. The makers tag reads "Oehm & Co Baltimore, MD" . The inside is pleated silk lined with a 2" wide leather band at the waist. It has 18 brass buttons with 13 stars and an eagle facing right and clutching an anchor. It is very short. It was found in an old seamans chest dating back to the early to mid to late 1800s. Not sure. I know these people were naval officers dating back to 1790s and were also affiliated with the Annapolis Naval Academy. It may be a naval academy uniform if not an actual military uniform. Any help as to date would be useful. Thanks

Naval Academy uniform jacket, looks older to me. I would say maybe '40s or '50s.
