Can a shoe welt be repaired/replaced?

I went to a cobbler the other day and he said that he couldn't do anything because the welt was damaged. Is this the end of my boots or is there somewhere I can get them fixed?

Yes they can be replaced. Either your cobbler was not interested in doing it, didn't have the skills or equipment to do it, or whatever but a full service cobbler can replace them for you if you want to make the investment.

It is of course predicated on the quality of the boot. If it's a $120 pair of Imported boots made in one of those mass production countries that you buy at The Boot Barn, maybe the cobblers view is the boots not worth the $70 repair, as opposed to say, a pair of Redwings, Whites or Wesco's.

They are Frye boots from the 70s, or maybe early 80s. They have nice thick leather and and very comfortable once broken in. Though now I can feel the ground through the soles.
