The pleats below the shoulders is an interesting design, I have not seen that before.

They are called "darts", they are a common way to add chest room in ladies jackets.

I have also seen them on some old 30s men's jackets design, like in the back of the shoulders of this Himel:

I agree that the jacekt in the OP looks like a ladies jacekt to me.
