Brioni pays for the right to supply the suits for Bond, GRATIS. As for time factor, the next Bond film is in pre-production as we speak, so Craig could easily be fitted on the Row. In Casino Royale you see Bond given a jacket by Vesper. The jacket is tailored and comes in a Brioni bag. In Die another day you see bond unwrapping a Brioni shirt.
