Billiard attire

I wish I could find a picture to accompany my request but I can't find one. Now I believe I have seen in some movies where billiard players of period have what look like garters on their sleeves.

It’s my assumption they are to keep ones cuffs from dragging on the felt or at least stay pot as not to interfere with there shot. However I can’t seem to find these in any billiard supply. Frankly I don’t even know what they are called if an item even exists in reality.
