Bailey Size Issue

In 2009, I bought at Bailey "Silko" size medium, fits perfect.
In 2012, I bought a Baily "Tino" size small, fits perfect. What the Hell!
The Medium in the Tino was definitely too big, and I tried another Tino, size small at another hat store, and it fit fine. Has anyone had a similiar issue with Bailey sizes? I am unsure now if I was to order a Bailey Hat online, what size to select. I measured my head to be 56cm (22.0 inches).

Thats the problem with manufacturers, every style will fit differently. We send out hats all of the time and they come back because the are too big or small.
There is no consistancy . You would think a size 7 1/8 would always be the same. Nope!

Yea modern production hats are hardly ever true to size
