They may be based on vintage patterns, or merely vintage-inspired, but they are very similar to a skirt style that was popular in the 1930s-40s known as a jumper or suspender skirt.

They are very similar to this 1936 skirt pattern available at www.evadress.com:

$180 is too much. I strongly urge you to shop around. I'm a huge bargain shopper and have places I have found in my area that even though the attire may not be 'vintage', it is at least vintage inspired.
Look around vintage clothes stores. Most places you can find at least one treasure and the prices are generally very reasonable. Also there are quite a few websites online that sell vintage or vintage inspired clothes for affordable prices. Good luck!:D
